in the san francisco bay th week... we will the race go on after a deadly catamaran crash in the san francisco bay this week? we are hearing from the head of the america's cup race about

whether the event will still happen. and good evening, i'm ann notarangelo. kpix 5 reporter don knapp talked with the head of the race planning effort in san francisco about how they will make that final decision. don? >> reporter: it's a risky business even for professionals and they are going to conduct a thorough review anyway and they will go wherever that review takes them even if it means shutting down the race. off treasure island ended the tripping run of the art misamerica's cup's team racing boat and killed a crew member. andrew bart simpson perished and injured sailor and the rest of the crew were rescued. it's the third in a series of setbacks for cup efforts on san francisco bay. last october the 72-foot racer flipped and no one was lost in the accident but the boat was damaged. then last june fire ate through piers 29 and 27 and the

america's cup complex. friday in the wake of the fatal accident, america's cup ceo stephen barclay left open the pocket the big race on the bay might be canceled depending on what investigators find. today, he offered a claryification and some assurances. >> the comments that i made yesterday was everything was on the table. the point that i was making was while we have every expectation that the america's cup will proceed in san francisco as planned we're not ruling out anything. we want the review to run its course and we want to see the recommendations and then we want to make decisions. >> reporter: it's a likelihood we're going to see the america's cup on the bay this summer? >> highly likely. as i said we have every expectation that the cup will go ahead as planned but we are going to await the outcome of the review to decide exactly what we need to do if anything. >> reporter: the team has another beat nearly ready to go. meanwhile the oracle team stopped racing until monday. >> on tuesday, there will be a meeting of the teams to discuss what happened. and those things and you know, as a result of that we'll probably have more of an update

come tuesday. >> reporter: it would take a devastating finding and to actually shut down the races on san francisco bay. and while that is a remote possibility. no one here really thinks that's likely to happen. not likely but a remote possibility. >> all right. don thank you. and so far there's no obvious explanation about what caused the accident. speculation though ranges from difficult maneuvers on the bay to structural failure. well, people who live in a struggling bay area city are getting a chance to decide how their tax money will be spent. starting today, vallejo becomes the first city in the country to vote on the projects the city will pay for. kpix 5's anne makovec on what's behind this experiment in direct democracy. >> we need to have a choice. >> reporter: and now each resident 16 and older does. voting for six out of 35 ways to spend $3.2 million raised through a voter approved tax. and the proposals vary from money for school marching bands

to improvements to mare island park from new armored vehicles for emergency responders to fitness equipment at the waterfront. many are voting for street repair. >> the potholes. >> reporter: for other it's park improvements. >> my children going into restrooms right now. extremely extremely disgusting. >> reporter: vallejo is the first city in the country to do this at a cost of $200,000. they've been narrowing down the choices for months all leading up to this week of voting. >> we're coming out of bankruptcy. we're trying to reinvent our image. >> reporter: the decisions being made today are only advisory to the city council. the council has to make the final decision and they have some tough choices on their hands. they have now a projected $5.5 million budget deficit for the next year. >> i think we're expecting that the council will honor the will of the voters. >> no it's not going to be binding. but it's like -- a yes with a maybe.

>> we live in this town, they need to start listening. if they want a better community. >> reporter: but even if the most popular plans don't happen, there are still positives here from teenagers feeling empowered. >> like i'm actually a part of something because you know i can't really vote for anything else right now. >> reporter: to discussions on plans for the future. >> but we want to bring in revenues to the city. we need to have a city that's attractive to new businesses. >> reporter: in vallejo, anne makovec, kpix 5. and for more information about the voting, go to our website. kpix.com, click on news links and numbers. s.w.a.t. teams from three counties have now joined federal officers in the search for a humboldt county man wanted in the killing of his wife and two young daughters. they're looking for 45-year-old shane franklin miller. he's suspected of killing his family tuesday night in a rural community of shingle town east of redding. miller is considered armed and

dangerous. he grew up in that area. and is familiar with the rugged conditions. a 21-year-old man was shot and killed by concord police last night in antioch. police were serving a search warrant at a home on barcelona circle and investigators say that the suspect got into a car driven by another man and rammed a police car. then the suspect tried to take off and that's when two officers shot him. one witness describes what he saw. >> we were sitting in the garage. and we heard some gunshots and we saw one of the cars blown out tire over here. and all of a sudden a bunch of cop cars started showing up and reran out and tried to find out what was going on. it was pretty scary. >> police say the suspect died at the scene. the other man who was driving was not hurt but officers riased him for assault with -- arrested him for assault with a deadly weapon on a police officer. one by one homes in a lake county subdivision are sinking

into a hill top. it's happening in lake port. public works officials have not been able to figure out why ground water is bubbling up to the top. eight homes have cracked apparats and portions of them slipping away forcing homeowners to abandon them. another ten may have to be evacuated. and 800 at&t park concession workers voted today to go on strike because they say they haven't had a raise in three years. center plate the company that employs the workers calls the strike vote unfortunate because contract negotiations are still in progress. they say their workers have some of the highest wages in the country. $15 to $20 an hour. but workers say they're struggling to make ends meet. >> the company is put on the table 25 cents to give us a raise and nothing else after that. they want to cut our health benefits. they want us to pay only make $11,000 a year. you can't live off that.

city have no oversight. but that's about to end. a new law will require professional dog walkers who are using parks to have permits. training, one leash per dog and walk no more than eight dogs at a time. >> we've had some situations with dog walkers were -- were walking ten, 12, even 15 dogs or more at once which is really impossible to control. >> reporter: scenarios like this will soon be illegal. >> i see people with like -- five to ten dogs at once. and it could get really dangerous like -- when they don't know if the dogs behavior or anything it could attack another dog. >> reporter: jessica sweet of woodland thinks the law is a good thing. >> no, the dog walkers themselves wanted to have more of a professionalism associated with dog walking and so they were the ones who really pursued this. we did not. >> reporter: required training will include the ability to manage a pet, the ability to break up dog fights. and assessing which dogs work well together. >> i feel for the safety of the dog because people are paying

going to go even higher. problems at two refineries hern california sent $4 gas is back and it's going to go even higher. problems attaboy refineries in southern california -- at two refineries in southern california september prices above the -- sent prices above the $4 mark in the bay area this week. in san francisco it was $4.10 today. in san jose it's up to $4.06. in oakland a gallon of regular costs an average of $4.02. along with the issues analysts say inventory is very low in california. if you are near the golden gate bridge this morning you mow seen this. -- might have seen this. an invasion of 8,000 gill courts crossing the bridge the steal. the reason? they're celebrating the juniors' graduation from the younger girls' program to the

older girl program. >> we're juniors bridge for cadets the next level up. and for a special -- walk, we're going to walk the golden gate bridge. i think it's really cool and it's a once in a lifetime. >> after the walk they enjoyed several festivities at the field including a picnic lunch and crafts and games. the tradition has been going on for 32 years. a young man from fresno is trying to become the youngest pilot to fly around the world. jack started his journey on may 2nd in a single engine plane and it will take him through 24 stops in 14 countries and he'll cross three oceans. jack raised a quarter of a million dollars to fund the trip thanks in part to the charity big brothers, big sisters. >> it's great of the somebody like jack who is -- to have somebody like jack who is taking off aned a venn cher and going to be able to fulfill it. >> right now jack is in london.

san jose. but check this out. it's a summertime weather pattern doesn't it? just socked in with the low clouds and the fog even producing a little bit of condensation at the form of drizzling in the beaches. out of the northwest at 17 miles per hour. this evening with the clouds at the coast clear skies inland. a cooldown with that seven day forecast coming up but first things first. today up to 16 degrees warmer than yesterday in some neighborhoods, upper 50s beaches. to 94 degrees in liver more. it was 83 in san jose. tonight dropping down into the 50s for the most part. few upper 40s. clouds continue to stack up at coast and invade the bay at this hour. we will remain clear in our inland areas. this is an area of low pressure really enhancing that marine layer in fact compressing it down to just under 1,000 feet deep. thus the drizzle at the beaches. but tomorrow, high pressure continues to flex its muscles. sunny and warmer near triple digits in fresno.
